Governance

Girl Scouts of Virginia Skyline Council (GSVSC) bylaws provide the direction of the council via the annual meeting, policy-influencing meetings, board of directors, committees, and national council delegates. A huge "THANK YOU" goes out to all members who take time to be involved in the policy operations at the council level as well as the national level.

GSVSC Annual Meeting delegates/voting members are individuals ages 14 and over on or before October 1, immediately preceding the last annual meeting, who are currently registered as Girl Scout members through the Girl Scouts of Virginia Skyline Council and have attended a policy influencing meeting (Open Council Dialogue) during the current fiscal year. Delegates/voting members also include GSVSC Board of Directors officers and members, GSVSC Board Development Committee, and GSVSC National Council Delegates (except for employed staff who serve as national delegates). At least 75 members of the council shall be present in person to constitute a quorum at the GSVSC Annual Meeting, provided that a majority of the active operational units and at-large groups are represented at the annual meeting.

DELEGATE TRAINING
Delegates/voting members are no longer voted in by the service units or at-large groups. If you wish to be a delegate/voting member at the annual meeting (open to current council members ages 14+), you just need to do the following:

Attend or watch a pre-recorded Open Council Dialogue meeting.
Study the Delegate Manual and then answer the questions in the Delegate Self-Study (if you haven't done so previously).
Complete the Council Delegate Position Description.
Register for the annual meeting.
Attend the annual meeting.

OUR OPEN COUNCIL DIALOGUE MEETINGS HAVE PASSED. THIS IS INFO FOR OUR 2026 OCD MEETINGS. THE 2027 MEETINGS SCHEDULE WILL BE AVAILABLE IN DECEMBER.

Each year, Girl Scouts of Virginia Skyline Council (GSVSC) hosts Open Council Dialogue meetings to garner feedback from our membership on governance issues. All members 14 years of age and older are welcome to attend these meetings, however if you want to serve as a delegate/voting member to GSVSC's Annual Meeting you MUST attend one of these meetings. (NOTE: GSVSC Annual Meeting delegates/voting members are individuals ages 14 and over on or before October 1, immediately preceding the last annual meeting, who are currently registered as Girl Scout members through the Girl Scouts of Virginia Skyline Council and have attended an Open Council Dialogue during the current fiscal year.)

The GSVSC Membership Voice Committee in conjunction with the GSVSC Board of Directors facilitates these meetings. There are four meetings scheduled (three virtual and one in-person). Each meeting has the same agenda for discussion.

This meeting is for members of our Girl Scouts of Virginia Skyline Council's Board of Directors. Virginia Skyline Council girl and adult members can join a scheduled board meeting for the first 15 minutes of the meeting provided they have notified the council more than 10 business days in advance of the meeting date. National Grl Scout Convention 2026 Recap
The 58th National Council Session and Girl Scouts Unite event brought our Movement together for a powerful week of governance, connection, celebration, and inspiration. Highlights included:

Delegates voted by acclamation to elect the proposed National Board and National Board Development Committee slate for the next triennium. Learn more about them HERE.
The National Council voted to pass the Girl Scout Highest Awards Solicitation of Contributions proposal. This proposal allows councils to establish their own policies and procedures to guide Girl Scout Juniors and Cadettes in soliciting contributions for their Bronze and Silver Award projects, in the same way Girl Scout Seniors and Ambassadors can fundraise for their Gold Award project.
The Membership Dues and Procedures for Registration proposal also passed, allowing the National Board to increase dues by up to 15% within a triennium, with continued input from councils and delegates before any change. The National Council must vote to approve any dues increases above 15% in a single triennium.
Delegates also participated in two discussion topics where they provided important input to the board about how we expand the ways we deliver Girl Scouting to reach all girls and how we build better connections to our communities through belonging and inclusion.
