Girl Scouts of Virginia Skyline Council (GSVSC) bylaws provide the direction of the council via the annual meeting, policy-influencing meetings, board of directors, committees, and national council delegates. A huge "THANK YOU" goes out to all members who take time to be involved in the policy operations at the council level as well as the national level.
GSVSC Annual Meeting delegates/voting members are individuals ages 14 and over on or before October 1, immediately preceding the last annual meeting, who are currently registered as Girl Scout members through the Girl Scouts of Virginia Skyline Council and have attended a policy influencing meeting (Open Council Dialogue) during the current fiscal year. Delegates/voting members also include GSVSC Board of Directors officers and members, GSVSC Board Development Committee, and GSVSC National Council Delegates (except for employed staff who serve as national delegates). At least 75 members of the council shall be present in person to constitute a quorum at the GSVSC Annual Meeting, provided that a majority of the active operational units and at-large groups are represented at the annual meeting.
