Girl Scouts of Virginia Skyline Council (GSVSC) bylaws provides for the election of operational unit (Girl Scout service unit) and at-large delegates. A huge "Thank You" goes out to all who take time to vote and to provide valuable input to our GSVSC Board of Directors. Delegates attend our council's annual meeting, vote on any amendments to our council bylaws and elect the board, the board development committee and, every three years, elect our national council delegates and alternate delegates to the Girl Scouts of the USA National Council Meeting. View the Delegate Position Description (#1608). GSVSC Delegate/Alternate Delegate training is done through the Delegate Manual (#1357) and Delegate Self Study (#1358) .
Each service unit is entitled to elect three delegates (who are members 14 years of age or older) per initial 100 girls. Service units that have a girl membership greater than 100 are entitled to elect one additional delegate for every 50 girls over the initial 100 girls. Remaining nominees may be elected to serve as alternate delegates. The board of directors, through the GSVSC Membership Voice Committee, notifies operational units in March regarding election procedures and the number of delegates they can elect. View each operational unit's delegate count for the 2024-25 year.
The following board of directors approved at-large groups may elect two delegates from their group: Adventurers, Alumnae, Camp Administrators and Council Trainers. Get more information on at-large delegates here.
